Aspeq Supports MoU Signed between the AFCAC and CAAi

Apr 16, 2026

At The Global Implementation Support Symposium (GISS) in Marrakech, Sally Morrison and Shani Bennik have been pleased to support the signing of an MoU between the African Civil Aviation Commission (AFCAC) and CAA International (CAAi); an important step in strengthening regional cooperation and implementation support across pan-African aviation systems.

This partnership reflects many of the themes explored earlier in the day during a panel session on collaborative and strategic implementation support for ICAO Member States. The discussion emphasised the need to address root causes in aviation safety oversight compliance, adopt sustainable approaches to capability development, and invest in training instructors and inspectors within States. Central throughout was the role of partnership; bringing together regulators, industry, and international organisations to translate strategy into concrete outcomes.

A key insight from the panel was the recognition of the diversity across Member States and regions. Rather than attempting to prioritise across widely differing national contexts, the focus is shifting toward responding at a regional level, with the support of Regional Safety Oversight Organisations (RSOOs). This approach supports identifying common challenges across States and Regions and enables syndicated solutions that allow expertise, systems, and assessment capability to be shared and scaled.

Seen in this context, the AFCAC–CAAi MoU reflects a shared commitment to regional collaboration and practical implementation. As CAAi’s technology examination partner, Aspeq is proud to be part of an ambitious aviation vision for Africa in the future.

Our appreciation also to Ms Adefunke Adeyemi, Secretary General of AFCAC, and to Matthew Margesson, and Clair Borrelli from CAAi for their leadership in advancing regionally focused, outcome‑driven aviation capability through the signing of this MoU.

With thanks to the panel members for their insights and leadership:

  • Michele Merkle (ICAO Air Navigation Bureau)
  • Delphine Micheaux Naudet (European Union to ICAO)
  • John Velho (Aviation International)
  • Ma Tao (ICAO APAC Regional Office)
  • Nicolas Rallo (ICAO European and North Atlantic Office)
  • Jorge Mauricio Motta (President of the Airspace Control System Implementation Commission (CISCEA) in Brazil)
